Does the named insured's umbrella drop down for an auto liability claim if the personal auto policy is exhausted?

Yes, on this insured's policy. Your Personal Umbrella endorsement [1] follows form to the underlying Personal Auto liability limits of $250k/$500k/$100k. Once those are exhausted, the umbrella responds up to the $1M aggregate limit.

Coverage is subject to the SIR of $250 for non-underlying claims [2].

Try a question.

A client's pipe burst while they were on vacation 3 weeks. Is the resulting water damage covered under HO-3?
On a standard ISO HO 00 03 05 11, water damage from a burst pipe is generally covered, BUT exclusion 1.f.6 voids coverage if the dwelling has been vacant for 60+ consecutive days OR if the loss is from freezing while heat was not maintained. Three weeks ≠ vacant by the form, but you should check whether the heat was on - some endorsements tighten this further. [1] HO 00 03 p.10 §A.1.f.6.
